Senior Director of Data and Quality Assurance (Project Management)

POSITION SUMMARY:

The Senior Director of Data and Quality Assurance provides strategic oversight and operational leadership in ensuring regulatory and contract compliance, high-quality data management, and continuous quality improvement across all human service programs. This role is responsible for driving accountability and excellence by developing policies and procedures, leading audits and reporting efforts, establishing performance measurement systems, and fostering a data-informed, outcomes-driven divisional culture. The Senior Director plays a key role in engaging internal and external stakeholders to assess impact, improve services, and ensure compliance with federal, state, local, and contractual requirements. This position will participate in and support program activities for all of Goodwill of Southwestern Pennsylvania and North Central West Virginia.

Duties include but are not limited to:

  • Oversee divisional contract and regulatory compliance functions, including internal and external audits, accreditation activities, and coordination of monitoring visits.
  • Act as owner/operator of divisional centralized data systems as well as divisional data liaison for agency data-driven projects.
  • Collaborate with divisional and program leadership to establish, refine, and monitor key performance indicators (KPIs).
  • Act as a change agent, leading and supporting agency and divisional goals through individual and departmental support and as a member of the agency and divisional leadership.
  • Maintain a current and up-to-date understanding of and comply with all agency policies and procedures.

External Hiring Range: $85,000-$88,400

Travel Required: some local travel may be required. 

QUALIFICATIONS:

  • Bachelors Degree in Human Services, Social Services, or equivalent and 5+ years of related experience

REQUIRED EXPERIENCE:

  • Regulatory Expertise: Deep knowledge of human services regulations, contracts, and reporting requirements at all levels, including ODP, HUD, and DOL.
  • Compliance & Audit Leadership: Proven ability to lead internal audits, interpret complex funding rules, and implement corrective actions in compliance-driven environments.
  • Data Systems Proficiency: Advanced experience with database platforms (e.g., CaseWorthy, HMIS, and CWDS), and strong skills in data tools such as Power BI, Tableau,
    Excel, and SQL.
  • Performance Measurement: Expertise in designing KPIs, benchmarks, and outcome metrics relevant to diverse program models (e.g., workforce development, housing, disability).
  • Analytical Thinking: Highly skilled in interpreting both qualitative and quantitative data to identify trends and translate insights into actionable strategies.
  • CQI Methodologies: Strong knowledge and effective application of quality frameworks such as Total Quality Management (TQM), PDSA, and Lean Six Sigma to drive
    continuous improvement and service excellence.
  • Stakeholder Communication: Effective at synthesizing community feedback, presenting data findings, and facilitating cross-departmental collaboration for decision-making.
  • Policy Development: Experienced in drafting, revising, and implementing policies and SOPs aligned with legal and funding regulations.
  • Project Management: Strong organizational planning and oversight of complex, multi-phase projects spanning departments and disciplines.
  • Ethics & Data Privacy: Solid understanding of HIPAA and other privacy laws with emphasis on safeguarding sensitive client and contract data in an ethical manner.
