Program Analyst – Sr. (Finance)
Sierra7, Inc. is seeking a Senior Program Analyst who will support the Veterans Health Administration (VHA) in analyzing, evaluating, and improving the effectiveness of healthcare programs as part of the iFAMS Deployment Team under the Financial Management Business Transformation (FMBT) Program. This role requires systematic assessment of current and future program performance, measurement of outcomes, and identification of opportunities to improve program quality and effectiveness. The analyst will assist in executing program operations and contribute to the development of recommendations for improving the organization and management of projects and processes that impact VHAs mission. A deep understanding of integrated healthcare systems is preferred.
Position Responsibilities:
Conduct in-depth program reviews to evaluate performance, effectiveness, outcomes, and alignment with strategic goals.
Identify opportunities for process improvements and contribute to developing actionable recommendations to enhance program performance.
Assist in the execution and oversight of program operations to ensure alignment with defined objectives and performance benchmarks.
Provide input into strategic planning, risk management, and performance measurement efforts in support of the iFAMS rollout.
Contributes to the development of tools, templates, and methodologies to assess healthcare program effectiveness and value.
Assist in developing and maintaining program documentation such as evaluation reports, business cases, and performance dashboards.
Support the coordination of program activities including data management, configuration support, reporting, training, and change management.
Participate in stakeholder engagements and assist with the preparation of high-quality briefings, reports, and recommendations.
Support the documentation and validation of accounting structures and financial data in compliance with VA policies.
Collaborate on data profiling, cleansing, reconciliation, and conversion readiness efforts during iFAMS implementation.
Contribute to the development and validation of business intelligence reports aligned to program effectiveness and financial impact.
Ensure that all work products meet Section 508 accessibility standards.
