Quality Control Manager (F-16) (Project Management)

About the role
PKL Services will be providing contractor Intermediate and Depot Level maintenance in support of PMA-226, Adversary and Specialized Aircraft at Naval Air Station Fallon, NV.

The Quality Control Manager is responsible to the Manager for management of on-site and any alternate location QMS requirements IAW AS9110C, AS9100D, and ISO 9001:2015 quality methods. QCM coordinates Quality Control Plan (QCP) development, implementation, and execution ensuring all contract service summary deliverables are compliant and in concert with Government objectives.
This position also serves as Alternate Site Lead.

Tasks and Responsibilities:

As QCM, maintains complete authority and responsibility to manage, evaluate and identify quality problems and to initiate corrective and preventive actions that result in continuous process improvement.

Receive daily guidance from the Site Manager for the performance of all QMS related activities.

Manage and supervise the Quality Management System (QMS) through a detailed QCP with qualified QC personnel.

Modify the current QCP to identify all service summary delivery requirements, develop and implement QC procedures, and implement a comprehensive audit schedule that includes all facets of contract performance.

If necessary, select, qualify, and train collateral duty quality control inspectors within each major area of contract performance to enable audit and inspection of all functions and processes.

Provide monthly reports detailing compliance with audit schedules, Corrective Action/Preventive Action (CA/PA) discrepancy resolution, and service summary compliance.

Provide independent analysis of contract task order performance; communicate findings directly to the SM/senior management for all issues impacting contract performance.

Serve as the on-site manager to the PKL Program Management Team and the Prime Contractor in the absence of the primary Site Manager.

Plan, direct, and control the performance and execution of contractor aviation maintenance performed at the respective intermediate and depotlevel maintenance activity.

Responsible to ensure all work performed by contractors is accomplished in accordance with applicable publications, technical directives, instructions, standards, and procedures contained in pertinent manuals and modification orders utilizing blueprints, drawings or schematics.

Responsible for the recruitment, selection, hiring, assignment of duties, supervision, management, control, and termination of personnel in performance of Task Order (TO) requirements.

Provide indoctrination and recurring training to new employees and verify employee timesheets daily.

Assign site personnel to work centers, workspaces, and coordinates work hours and shift hours to cover daily requirements.

Provide a management structure that enables personnel to effectively perform the roles and responsibilities associated with the execution of task order requirements.

Ensure all contractor personnel meet the required qualifications and certifications for their assigned skill set and are currently maintained and properly documented.

Establish and maintain a Monthly Performance Report, among others required by the TO or basic contract.

Ensure incident/accident investigations are properly conducted, in addition to reports being filed, that may arise from any quality defect notices issued against contractor employees.

Identify and quantify substandard performance areas and develop a corrective action plan, focused on continuous process improvement.

Participate in customer planning meetings and any other task order meeting requirements.

Maintain assigned aircraft/aeronautical equipment in a manner that meets or exceeds CNAFINST 4790.2 (series) programs, applicable Naval Aviation Maintenance Program Standard Operating Procedure (NAMPSOPs), Maintenance Requirement Cards (MRCs) and local NAMSOP instructions including engineering modification orders.

Supervise personnel who perform administrative duties related to aircraft maintenance that involve preparing reports and correspondence, filing and typing; performing data base and system analysis; maintaining aircraft and engine logbooks, and associated records.

Establish, evaluate, document and improve as required, contractor manpower utilization report.

Liaise with appropriate active duty military leadership at the various work sections to ensure aircraft services delivered are timely, accomplished correctly, and documented in accordance with contract requirements.

Effectively communicate program expectations and requirements to site leaders, key personnel and other stakeholders in a clear and timely fashion.

Provide leadership and sound management with the goal of continuous improvement of aircraft maintenance and operations support services for the military customer.

Ensure that government IT and any Security Clearance requirements for all contractors are met and maintained.

Ensure all work is performed strictly in accordance with current published Maintenance Instructions/Manuals and Federal, State, and Local OSHA regulations.

Perform all other contractual requirements per the Performance Work Statement and Task Orders.

Ensure that an adequate number of qualified personnel are cross-trained to assist other specialties while also ensuring that contractor personnel support good order, productivity, and cohesiveness within the section.

Prepare and submit Contract Data Requirements List (CDRL) to comply with Performance Work Statement requirements.

Counsel employees as necessary.

Prepare performance awards for consideration.

Complete company ISO forms necessary for pay, travel, and QMS compliance.

Any and all other duties as assigned by the Program Manager or Site Manager, including acting as Site Lead in the SLs absence.

Required educational/skills background:

High school diploma or equivalent; bachelors degree desired.

At least fifteen years experience in military aviation maintenance, preferably fighters.

Shall become familiar and develop a thorough understanding to document maintenance utilizing the Naval Aviation Logistics Command Information System (NALCOMIS) OOMA, automated maintenance documentation system within ninety (90) days of employment.

Must be authorized to work in the United States.

About you

At least fifteen (15) years of aircraft maintenance, leadership, modification, and repair experience, preferably with F-16 aircraft experience.

Ability to lead a small team in performing F-16 modifications and refurbishment.

Proficiency with NALCOMIS OOMA automated maintenance documentation system within the first 90 days of employment.

Knowledge of the learning process and how to transfer technical knowledge to less qualified personnel, including the ability to express thoughts in both oral and written communications.

Working knowledge of the CNAFINST 4790.2 (NAMP), Naval Aviation Maintenance Program Standard Operating Procedures (NAMSOPs) and local NAMPSOP instructions or ability to quickly grasp this knowledge after employment.

A valid State Drivers license.

U.S. citizenship.
