Job Description

PURPOSE SUMMARY. Under general direction, is responsible for the supervision of staff and coordination of the various tasks necessary to achieve a pleasant and functional outdoor environment for all of the Doña Ana County facilities, community centers, parks, and fire departments.

ESSENTIAL DUTIES.

A. Supervision:

  • Supervise, train, motivate, and develop staff.
  • Make hiring, termination, and disciplinary recommendations.
  • Prioritize, plan, and assign work to staff.
  • Review the work of assigned personnel to ensure completeness, accuracy, and timeliness.
  • Counsel, coach, and discipline staff and conduct performance evaluation.
  • Approve leave requests and oversee payroll timekeeping functions.

B. Perform inspections of buildings and surrounding areas.

C. Enforce safe working practices and procedures; ensure that work is performed safely and within the guidelines of the Occupational Safety and Health Act (OSHA) and/or state regulations.

D. Recommend changes in working conditions and use of equipment to increase efficiency of work crew; keep the Facilities and Services Director informed of the status of ongoing projects; confer with building tenants and make recommendations on grounds maintenance practices.

E. Make budget item and capital expenditure recommendations on general grounds maintenance.

F. Keep records and prepare, analyze, organize, and prioritize staff operations and procedures; review and revise forms and procedures in order to continually improve efficiency of workflow.

G. Schedule and supervise repairs on landscaping and construction projects.

H. Assist in the planning, implementation, and administration of an effective grounds maintenance program.

I. Submit written work orders and progress reports as requested.

J. Assist the Facilities and Services Director with contacting vendors, suppliers, and equipment technical support departments to ensure best prices, quality, and warranties for purchases made.

K. Assist the Facilities and Services Director with administrative tasks as assigned; assist as necessary, to obtain quotes and prepare Request for Proposals and attend bid openings; assist with the department budget process.

L. Oversee the work of the general contractors hired by Doña Ana County, as needed.

M. Interact with vendors, contractors, all county departments, court judges, attorneys and public state and government agencies; coordinate with contractors on the expenditures for each of the parks and facilities.

N. Perform a variety of grounds maintenance and gardening duties in the beautification of assigned grounds and landscaped areas. Mow, edge, water, weed, fertilize, rake and cultivate lawns, flower beds, athletic fields and other landscaped areas.

O. Participate in a variety of activities involved in the installation, repair a nd maintenance of designated irrigation systems and related parts, components and equipment.

ADDITIONAL DUTIES. Other duties as assigned. Must be able to be on-call 24 hours a day.

QUALIFICATIONS.

A. Education. High school diploma or equivalent required

B. Experience. A minimum of five (5) years' full-time experience in landscaping and/or grounds maintenance. Two (2) years' experience in a supervisory capacity. Bilingual (English/Spanish) is preferred.

C. Education/Experience substitution. In accordance with county policy.

D. Licenses/Certifications. Valid driver's license. Must maintain a satisfactory driving record in accordance with County policy. Must have or be able to obtain the following New Mexico Department of Agriculture Commercial Applicators License within the first six (6) months of hire.

  • Category 3A: Ornamental & Turf Pests
  • Category 3B: Ornamental & Turf Weeds

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass a background and driving record check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge : Must have knowledge of the operational characteristics, services, and activities of grounds maintenance, pertinent federal, state, local laws, codes, and regulations; the principles and practices of effective supervision, leadership, training, and performance evaluation; business English, spelling, grammar, and punctuation; basic arithmetic; and general landscaping and grounds operations.

Skills : Must have skills to analyze and evaluate information accurately and express ideas clearly when providing oral and written reports and recommendations; and operate general ground equipment and general office equipment.

Abilities : Use initiative and judgment while working independently; recommend and implement goals for providing effective and efficient services; supervise, train, and evaluate assigned staff; communicate effectively in oral and written form; and establish and maintain effective and cooperative working relationships with others. Operate hand and power tools and other equipment used in grounds maintenance.

Compensation Range
$48,942.40 - $79,435.20
