Deputy Principal-in-Charge/Program Manager (Finance)

Role Description:

Arcadis is seeking a highly skilled and motivated Deputy Principal-in-Charge/Program Manager to support one of the most iconic and consequential infrastructure initiatives in the United States - the Gateway Hudson Tunnel Project (HTP). This role will report directly to the Project Director or Senior Leadership Team, you will oversee all aspects of project management, including planning, design, construction, and commissioning. Your extensive experience in heavy civil engineering, combined with your strategic vision and leadership capabilities, will be instrumental in guiding the project team towards achieving project objectives within scope, schedule, and budget while upholding the highest standards of safety and quality.

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program - one of the most ambitious and impactful transportation initiatives in the nation - and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities:

  • Provide strategic direction and leadership to the project team, ensuring alignment with organizational goals and objectives.
  • Develop and implement project strategies, plans, and policies to drive project success and mitigate potential risks.
  • Foster a culture of collaboration, innovation, and excellence among project team members and stakeholders.
  • Serve as the primary point of contact for clients, regulatory agencies, and other key stakeholders, fostering strong relationships and ensuring clear communication and alignment of expectations.
  • Lead client meetings, presentations, and negotiations to address project requirements, concerns, and opportunities.
  • Oversee the development and execution of project plans, schedules, and budgets, ensuring adherence to project milestones and objectives.
  • Monitor project progress, identify deviations from plans, and implement corrective actions to mitigate risks and ensure project success.
  • Coordinate with project teams, subcontractors, and vendors to optimize resource allocation and resolve conflicts or challenges as they arise.
  • Champion a culture of safety, quality, and compliance throughout all phases of the project, enforcing strict adherence to safety protocols and regulatory requirements.
  • Implement quality assurance processes to ensure that project deliverables meet or exceed industry standards and client expectations.
  • Oversee financial planning, forecasting, and budgeting for the project, ensuring accurate tracking and reporting of project expenditures, revenues, and profitability.
  • Review and approve project contracts, change orders, and invoices in accordance with established procedures and contractual obligations.
  • Identify, assess, and mitigate project risks and opportunities, employing proactive risk management strategies to minimize threats and maximize project success.
  • Implement risk monitoring and control measures to track the status of identified risks and adjust mitigation plans as necessary.
  • Provide mentorship, guidance, and support to project team members, fostering a collaborative and high-performance work environment.
  • Conduct performance evaluations, provide feedback, and identify training and development opportunities to enhance the capabilities of the project team.

Required Qualifications:
  • 20+ years of experience in heavy civil engineering and construction, with a proven track record of successful project management and delivery.
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field. Master's degree preferred.
  • Professional Engineer (PE) license or equivalent professional certification preferred.

Key Skills and Abilities:
  • Strong leadership skills, with the ability to inspire and motivate multidisciplinary teams to achieve project goals and objectives.
  • In-depth knowledge of relevant industry regulations, codes, and standards related to heavy civil infrastructure projects.
  • Proficiency in project management software and tools (e.g., Primavera P6, Procore, Microsoft Project).
  • Commitment to safety, quality, and sustainability principles, with a demonstrated ability to integrate these considerations into project planning and execution.
  • Willingness to travel as needed for project meetings, site visits, and client engagements.

Arcadis offers benefits for full time and part time positions. We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $250,000 - $300,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
