DESCRIPTION

Michael Baker International is seeking a Senior Regulatory Permitting Lead to manage a team of technical specialists and support aquatic resources field assessments and regulatory permit processing for projects located primarily in Southern California. This position requires completing aquatic resource delineations, identifying protected plant species, summarizing field-collected data, compiling reports, processing regulatory permit applications, and interacting with federal and state agencies for permit approvals. Support on ecosystem restoration projects and biological studies is also included.

RESPONSIBILITIES

  • The Senior Regulatory Permitting Lead would lead a team that provides regulatory support for a variety of projects associated with land development, flood control, restoration, transportation, public utility, power generation and transmission, water resource, and other infrastructure projects.
  • The Senior Regulatory Permitting Lead would lead and mentor younger staff members, including scheduling, regulatory support, and Quality Assurance/Quality Control.
  • The Senior Regulatory Permitting Lead would provide day-to-day project support and coordinate with other Natural Resource Department team members.
  • The Senior Regulatory Permitting Lead would work with other professionals, which may include engineers, environmental analysts, environmental planners, geographic information systems (GIS) analysts, landscape architects, and hydrologists.
  • The successful candidate would conduct field work, prepare technical studies (primarily Delineations of State and Federal Jurisdictional Waters), prepare and process regulatory permit applications with regulatory agencies including the U.S. Army Corps of Engineers, Regional Water Quality Control Board(s), California Department of Fish and Wildlife, U.S. Fish and Wildlife Service, California Coastal Commission and coordinate with responsible stakeholders.
  • Fieldwork, averaging 2-4 days a month, would be required and is typically performed within a two-hour drive from the office location.

PROFESSIONAL REQUIREMENTS

  • 4 Year Degree in relevant field of study.
  • 7+ years of experience conducting field delineations and regulatory permit processing
  • Attention to detail and commitment to quality and professionalism
  • Excellent written and oral communication skills
  • Knowledge of the 1987 Corps of Engineers Wetland Delineations Manual and appropriate regional supplements
  • Desired skills for daily tasks include strong analytical skills, attention to detail, proficient technical writing ability, excellent communication, organization and interpersonal skills
  • General knowledge of biology, botany, fluvial geomorphology, and hydric soils is the southern California region.
  • Must able to travel and perform in different weather conditions and moderately difficult terrain while meeting set project schedules and budgets.
  • General knowledge of the California Environmental Quality Act (CEQA), and Endangered Species Act (ESA) regulations preferred
  • Professional Wetland Scientist (PWS) or CRAM Trained Practitioner preferred, but not mandatory

COMPENSATION

The salary range for this position is $115,478.00 - 180,344.00 This will be dependent on the experience and expertise of the incoming candidate.
