Assistant Engineer (Finance)



The County of Riverside's Transportation and Land Management Agency (TLMA) is seeking an Assistant Engineer to join the Plan Check Section, located in Riverside.

This position plays a vital role in reviewing street improvement and related plans prepared by private engineers. The successful candidate will be responsible for reviewing entitlement exhibits, conditions of approval, final maps, improvement plans, and grading plans-ensuring all plans comply with relevant codes and regulations. The Assistant Engineer will also serve as a technical resource, acting as the primary point of contact for private development engineers and customers regarding County standards and practices within the public right-of-way for assigned projects. The role may require coordination with multiple internal and external entities, including Building and Safety, Economic Development, Grading Inspection, Survey, Flood Control, Planning/Land Use, and others to facilitate the approval and permitting of private development projects.

This position requires experience in preparing or reviewing street improvement plans, preferably for work in the unincorporated areas of Riverside County. A strong understanding of the entitlement process and grading plan reviews is also required.

Strong written and verbal communication skills are essential, as are attention to detail and the ability to manage multiple tasks while meeting deadlines. The Assistant Engineer should demonstrate a strong work ethic and the flexibility to adapt to various County processes and practices. The County is seeking a proactive, self-driven individual with a passion for engineering and a desire to contribute meaningfully to public infrastructure projects.

The Assistant Engineer is a natural progression underfill for the Assistant Civil Engineer. Incumbents are eligible to promote to Assistant Civil Engineer upon attaining a valid certification of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. Advancement to the Associate Engineer level is obtained by competitive selection through an open recruitment.

Meet the Team!
The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.• Assist in the design of roads, hydraulics, reinforced concrete structures, sewer systems, or other public works projects by preparing plans, profiles and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls.

• Supervise and perform drafting, computing, checking, and direction of field operations involved in the gathering and compilation of field data for the design layout and construction of highways, flood control channels, subdivisions, drainage structures, wells, sewer systems, parks, buildings, waste disposal, and other projects.

• Perform structural engineering analysis of proposed commercial, industrial and complex buildings and structures; review grading, building and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies.

• Assist and advise permit applicants with engineering and related problems.

• Prepare and review maps; calculate and plot the results of field surveys.

• May inspect the construction of projects under contract.

• Perform field tests and take samples for laboratory tests of materials; prepare estimates for projects planned or under construction; prepare reports.Education: Graduation from an accredited college or university with a bachelor's degree in civil engineering. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)

Experience: One year of professional civil engineering experience.

Other Requirements:

License/Certificate: Possession of a valid California Driver's License.

Knowledge of: The fundamentals of civil engineering; mathematics and physics as applied to engineering; topography and construction surveying, stress analysis, analytical mechanics, and the strength, properties and uses of construction materials; general methods and procedures for describing real property.

Ability to: Design a variety of public works structures with skill and accuracy; perform difficult mathematical computations; keep neat and accurate field notes; review and approve grading and structural plans; make accurate drawings and maps and prepare technical reports; maintain cooperative working relationships with others. License/Certificate: Possession of a valid California Driver's License.
